A question on the Photoelectric effect?

When the data was collected the amount of energy was held constant. Each photon carries a fixed amount of energy. (say red light photons carry 1 unit of energy per photon and we are sending 100 photons per second ====> 100 energy units per second). We increase the frequency to violet ( say 10 unit of energy and hold the total energy to 100 units . How photons now? 10 right? ===> we sent 100 red photons and got no photoelectrons. We send 10 violet photons and get 10 photoelectrons
