Is this electrical system setup to complex for a simple system?

i am going to install a disconnect system for a boiler system but want to know what one sounds more practical. first one: install a 30 amp 250 volt disconnect and then install the sub-panel and then after the sub-panel have a toggle switch for each system that is 15 amp 125 volt? second one: install a 30 amp 250 volt disconnect and then install the sub-panel and then after the sub-panel have a toggle switch that also has a built in fuse for each system that is 15 amp 125 volt? if you think the second option has to many fuses and circuit breakers let me know. all the units are 15 amp 125 volt.
