Simple Excel calculating question?!?

I understand the first sentence - but I'm not sure if my maths is really rusty, but I don't understand the 'arrow thingies' in your formula - can you explain what the formula is trying to do - e.g. is it 10A(multiplied by?)6B(multiplied by?)4 - or something else?
