What key or scale is this section of Puccini's Tosca in? - It sounds almost Jewish?

mmm....this is the one Puccini opera where you genuinely feel the influence of Wagner , I don't mean the leitmotifs so much as the harmony, which seems to have that restless tension in it...then again I could be going mad...it's a nice time of year for it.
