Why didn't the "Afghan Girl" sign a model release?

Sharbat Gula was "The Afghan Girl" in Steve McCurry's famous cover shot for National Geographic. This cover was shot in 1984. Gula never knew that her portrait was publish until NG found her in 2003. Do you think McCurry should have had her sign a model release? Do you think she deserves some money from the proceeds of the sale of her likeness?
