HELP?!?!?!?!?! MAKEUP, CLOTHES, AND HAIR?!?!??!??!?!?

ok so my cross country banquet is in about 2 weeks and i have no clue what i should wear. the girls wear dresses but they need to be a little fancy not just a cotton/sun/summer dress. but it doesnt need to be a ball gown. i have a petite frame. i am only 5'4 and from 80-90 pounds. im flat chested if that helps at all so i cant wear anything too low cut that i cant fill out. but i would like it kind of short. at least a little above knee length. also i want some really cute heels that are a little high but not REALLY high. and i have blue eyes. any pictures and links are PERFECT! and please try and keep the dress under $50. any makeup or hair ideas? i think i at least want part of my hair up. its naturally wavy so any ideas?? thanks i love links and photos (;
