What should I do about my hard-headed, disgusting, annoying, 6-year-old younger brother?

Oh brother...where do i start... First of all, should i have to remind him to flush the toilet and wash his hands before he leaves the bathroom? Because i f i don't remind him, he won't always do it and that means that everything he touches around the house...you know where I'm going. 2nd, he always smells like boo-boo. I don't know if it's because he doesn't wipe his or what.... 3rd, he refuses to sleep by himself. Even if i put him to sleep in his own bed, he always ends up in the bed with my mom, my dad, or me. 4th, he hares my dog just because the dog is smaller than him. 5th, he takes things, mostly my candy and video games, that don't belong to him when he thinks no one is looking. 6th, whenever i try to help him with his homework, he goofs around, but cries when I say I'm not going to help him. 7th,no matter what, he refuses to listen. to me or my parents. 8th, he wines about EVERYTHING when things don't go his way.. I really think he needs some discipline, but no matter what my parents do, nothing seems to work. Any idea? Methods? Brochures for military schools? Thank you.
